2010-2011 Home Improvement Program The Home Improvement Program is designed to rehabilitate homes of families with low to moderate incomes. Both minor and major rehabilitation needs qualify for this program. The purpose of this program is to provide assistance to those homeowners who lack the resources to repair items themselves. This program provides grants for up to $5,000 to South Pasadena homeowners who qualify. Who Qualifies?

All property owners of single family dwellings, regardless of age, who meet the income guidelines adopted by the Department of Housing and Urban Development (HUD) and the Los Angeles County Community Development Commission (CDC).

2. Applicant must be living in the house as of July 1. Ownership Requirement
All participants are required to sign a memo of agreement (recorded on the title of the property) which requires the property owner to retain ownership of the home for at least 3 years. If participant chooses to transfer any interest in the property before the date set forth in paragraph 3, above, then participant must reimburse City the full amount of the Grant.
Application Process
Applications for the Home Improvement Program are available at City Hall. Information Brochures are available at City Hall, Senior Center, and the Public Library. Applicants will be required to provide copies of all income, including IRS tax returns, Social Security Annual Benefits Statements, Bank statements, etc.
The City will only review complete applications and will determine if the applicant is eligible for the Home Improvement Program.
Eligible Repairs/Improvements
Eligible repairs include electrical, plumbing, chimney repair, heating, roofing, water heating, windows, and exterior paint.
Inspection Process
Once you are determined eligible, the City conducts a general inspection of the property. The purpose of the inspection is to verify the scope of repairs you’ve requested and to verity that there are no current building/municipal code violations, or hazardous conditions that are higher priority.
