The South Pasadena Police Department is divided into two divisions. Captain DeAnn Wheeless, who has served with the Department or 18 years is assigned to the Support Services Division and Captain Richard Kowaltschuk, who has served with the Department for 30 years is assigned to the Field Services Division.

Field Services Division: Support Services Division:

The Field Operations Captain is responsible for maintaining public order, deterring law violations, protecting life and property, and apprehending criminal offenders. This is accomplished by four shifts staffed with a Sergeant, a Police Officer II, and Police Officers. Each shift works a twelve-hour workday and is responsible for patrol and emergency services to the community. The Operations Captain’s role is to develop and implement policies that facilitate the most effective application of neighborhood policing strategies. He helps develop and evaluate expected and actual outcomes from the efforts of the Patrol Sergeants, regularly examines what neighborhood policing objectives are working, clarifies the means of measuring results, and implements policies to facilitate the achievement of desired outcomes.

The Support Services Division consists of civilian and sworn personnel who are responsible for providing service to the public and support to our police officers to enable them to deliver services to the community. This is accomplished by personnel assigned to Records, the Investigative Division, Communications, Evidence and Property, and Parking Enforcement. Responsibilities include conducting follow-up investigations, enforcement of parking ordinances, issuance of the City’s various parking permits, management of the Department’s computer, including Records Management, Computer Aided Dispatch System, Custody, and assisting the public. This Division is also responsible for Department purchases, facility maintenance, Crime Analysis, Crime Prevention, and grants management.
